What windows do you have?

Try the following:

Go to your game folder and append "VideoBackBuffer=no" under the "[Video]" Section in ra2.ini and ra2md.ini

[Video]
VideoBackBuffer=no

Windows 8. I`m not sure. what is append?

  Normally this line "VideoBackBuffer=no" does not exist, you have to add it right under the "[Video]" section and then save the file
  Make sure it did save it properly, open the file again after you saved it and check it, if it didn't save it then you must login as an admin
