Thanks for pointing this hotfix out to me, I hope it will fix some other video issues that I've been suffering from for the past few days.
I can confirm that C&C Generals still works without issues, with the same custom settings applied, with driver version 397.55.
Having same problem in Windows 10 with AMD drivers.
Just deleting dbghelp.dll from the Generals folders, fixed this problem for me.
