Why Can't I buy Command and Conquer Ultimate collection

I have heard about this issue before, from many sources, but unfortunately, I have no idea why The Ultimate Collection is unavailable in France. I know that a French version of the pack was never made, though, despite the fact all of these games have been released in French. This might stem from the fact it is based on the earlier DVD collection "The First Decade", which also didn't get a French version.
But it still seems kind of... blunt, that they seem to prefer just not selling the game in France at all, over dealing with possible complaints of customers when they don't receive a French version.
Even though I'd generally advise people to be very, very careful with third party sellers, I know that if you can somehow manage to buy a key from another location, it should work fine on your system. The key I received in the early days of the pack, (from the C&C community manager, back when we had one of those), was a US-localised one, and it worked fine despite the fact my account is set to Belgium. So if you don't mind having the English versions, that might be the simplest solution.
Do be aware that there is a German-localised version. You'll probably want to avoid that one; on top of the German language, which can't be changed, that version is also censored according to the really strict German video game laws of the 90s and early 2000s.
