Look at your ability tab, and mouse over the different abilities. Active abilities such as spells, or fight actions give you that skill, whereas some of the abilities only give passive things such as being harder to hit or doing more damage with a type of spell, and if you mouse over one of the passive abilities you will see in the explanation text at the bottom an attribute + amount.
For instance, if you are a mage and get the ability that the more spells you cast the faster they will reset, you see something like +3 Magic attribute. So if you choose this ability, you get 3 points to your Magic attribute and thus become a stronger mage. You don't have a separate amount of points to add to attributes, you simply have your skill perk points that you choose perks with and thus increase your attributes as a result.
The glitch I was talking about prevents you from leveling and spending perks points, thus you are forever stuck with the abilities of a level 1 character.
