Before the Dawn - "Finding Samson's Weakness" War Table Bug!

I handed all of the smuggler's letters to Cullen AFTER already raiding the Red Templar's hideout (which made Cullen very happy) and then, spoke with Dagna and started the quest to find Samson's armor ...

I've completed the arcanist and the fade, and  2 of my advisors are free (Josephine is on an 8 hour mission) and I can't accept the mission Finding Samson's weakness still. I've done a bunch of short missions with Leliana and Cullen, but still nothing.  Reloading nothing, and same with restarting xbox one. Are there any other work arounds yet? Also I have 98 power built up..
