Before the Dawn - "Finding Samson's Weakness" War Table Bug!

I handed all of the smuggler's letters to Cullen AFTER already raiding the Red Templar's hideout (which made Cullen very happy) and then, spoke with Dagna and started the quest to find Samson's armor ...

PC - I had this problem and the operation became available after I did some operations with Dagna (can't remember the names).

I can't see any other Dagna missions on my war table. How do you unlock anymore?

After "Arcanist and the Fade", she has another one in Orlais where Tevinter soldiers are hounding her. I've done that one and so far I haven't had another one after that, but I'm not yet at where Samson makes an appearance.
