Dragon Age Inquisition server connection error

I bought and played DA: Inquisition many years ago. I believe I was using Origin at the time. Two days ago, I decided to download it again. The pc I'm using has never before had the game installed on it.

Every time I try to launch the game I get the following error (see attachment): We are unable to connect to EA servers to activate DragonAge: Inquistion - GOTY Edition on this computer using your account. Please try again later.

I'm not using any mods. Other games launch just fine. Its not my firewall. I've cleared my registry. I've deleted the licenses folder's contents. I've reinstalled the game. I've rebooted. I've tried every suggestion I can find from others in old forums but I still get the same error.
