Same here, been at it for 4 hours now. Tried everything the forums help thread offers, but it has not worked. Made sure Origin account and the account i log in to dragon age keep is the same, then exporting the World State. This worked for me before when the game launched back in 2014/2015 without any trouble.
Now after pressing New Game, Choosing Race/Sex, Class and Difficulty, then pressing Select button it just offers me to start with the Default World State and doesn't Prompt correctly the ''Wan't to Load a Custom World State from Dragon Age Keep'' window, which it did on my first playthrough at launch when the game first came out. 😞
