Same problem here.
Have tried the same guide as OP, also gone through the steps to make sure that Origin account is the same in Keep and in-game. Inquisition is on PC, with Origin open and logged in, Keep logged-in in the background, and says that the world state is exported and the option is grayed out. Worked like a charm before, but now when I try to start a new game, the only world state option is the default one.
Will not someone at EA fix this?! Or at least, reply and tell us what the problem is! Extremely annoying to spend nearly an hour tuning my tapestry, and then not getting to play the game...!
