I know this a long shot considering this is post is like 7 years old, but since this sounds like the problem I'm facing, I'm hoping you can help me out. I got the base version on Steam, and wasn't sure where I could get the DLCs, so I was told to go on this site to find the download links to them and downloaded them, WK (Warden's Keep) works, it's in my journal and map, but SP (Stone Prisoner) and RtO (Return to Ostagar) aren't playable, it says they're enabled, even got a crystal that you can only get from SP, yet they're both not in my journal and map. I tried every solution I could find, even used the offer files on the wiki, but it's still not working, I tried downloading SP through Origin (once I found out where I could use the codes), but it said download failed, likely because I still had SP installed through DAO Mod Manager, and I can't download it again. If you can help me figure out how I can get it to play, I'd appreciate it, I know it's a long shot asking for help from a post that was made 7 years ago, but I'm getting desperate, I really want to have Shale, it would feel weird playing the game without her!
I'm in the same boat. Just giving this a bump to see if you guys figured out how to get it working? Seems I successfully installed all DLCs (including the standalones (witchhunt etc) and feast day) but I cannot get SP to launch. I am collecting crystals but the map location won't load to start it. I have completed WP just fine.

My issue is that the Stone Prisoner and the Return to Ostagar DLCs are not showing up on the map, nor do I receive any of the DLC items in my inventory. I run into a little cut scene that I assume is in regards to Shales existence-
(slight spoiler warning)
where there is a small meteor crash with an older couple stumbling upon the crash site and mentioning something along the lines of "raising" the little tike (or whatever they called it, can't remember exactly off the top of my head) but there is no more mention of it through the main story and new locations never show up.
I have the Warden's keep DLC working just fine and have access to all of the "other" campaigns, just can't seem to get the other 2 major DLC locations to show up on the map during the original story. Side notes: all DLC's show up as installed and enabled at the main menu, I never got an "unauthorized" pop up about any of the DLC either. I've also received crystals that are only equippable by Shale but it just notes that the item is "not equippable for this character", it makes no direct mention of Shale specifically like the other companion locked equipment.

UPDATE / POTENTIAL FIX (2021):
I looked through the files under documents/bioware/dragon age/AddIns and found that the DLCs that weren't working for me were all lacking the MANIFEST.xml files in their folders. Go to https://help.ea.com/en-ca/help/faq/dlc-for-classic-games/#dragonage and redownload the DLC files that aren't working for you, use 7zip program to open the archive of the DLC files then drag and drop the manifest.xml files into their proper dlc folders in your dragon age addins folder.
For example: Stone Prisoner DLC
Click the Stone Prisoner DLC within that link to download it. It should appear as DAO_PRC_CP_2_1.0.dazip in your downloads location. Open a separate File Explorer directory and navigate to Documents/Bioware/Dragon Age/AddIns so you have the downloaded file open in one File Explorer tab and your dragon age AddIns folder open in the other. Right click the downloaded DLC file, hover over 7-Zip, select open archive, drag and drop the manifest.xml file into the "dao_prc_cp_2" folder. Open your game again and resume whichever save you'd like. You should immediately see a quest pop up regarding the Stone Prisoner DLC (and I'd assume it will be a similar pop up for any of the DLC locations).
These instructions are assuming you already have the DLCs downloaded and installed as I do and they appear as though they are enabled in the game menu.

This fix worked! I had the exact same problem of these two dlcs seemingly working but the first locations just not showing up on the map, but pulling out the manifest files and copying them just as you've said meant they've shown up!
Thanks a lot, was really worried I'd have to restart after getting 20 hours into this playthrough. Just thought I'd comment as the other fixes were unsuccessful.
