I wish I could offer a solution. However, I can at least offer a workaround. It sucks that it should be necessary, as EA/Bioware has a responsibility to provide a simple fix. But if you really want to play, this should work. I've known about this for a while, but a minor goof on my part made me think that it wasn't working.
- Go to social.bioware.com and login using your EA/Origin account.
- Go to https://social.bioware.com/user_entitlements.php
This page should list every piece of Bioware DLC registered to your account. For the PC, it also provides download link. There are 2 kinds of PC downloads here: .exe files and .dazip files. For .exe, obviously you just double click them. They're standard installers that should find DA and install the content. For .dazip,
- Find the daupdater.exe application. It is usually located under \bin_ship in your Dragon Age folder (for example C:\Program Files\Dragon Age\bin_ship\daupdater.exe). Double click on it to open it.
- Click on "Select DAZIPs". Navigate to where you have saved the .dazip file and open it.
- Now the .dazip file will appear on the Install tab. Select it on the list and click "Install Selected."
Do it for every item on your account, and you should be golden. Next time you start the game, all your content should show up under installed contet. Note that you WILL still have the stupid red exclamation point under the downloading tab, which will still list all you content as "download failed," but it should also be listed under the "installed content" tab, and be functional in-game.
The If it doesn't, or it shows up as unauthorized, make sure that the updater service is running. To do this, close the game, hold down the Windows key + R to bring up the run dialoge. Type services.msc in the run box. This will bring up your winows services. Scroll down to "Dragon Age: Origins Updater" and start it. Then run the game again. Note the update service has alway been a finnicky pain in the butt, so if you later start the game and get a message saying you need to log in with an account that has bought this content, it means you need to restart the service again.
This SHOULD work for you. If it does, please mark my answer as the solution so I get points.

I have exactly the same problem and I have done all that says in your message but it still ain't working. I tried reinstalling the game and the dlc in addition but it still doesn't work.
EDIT: I installed all the dlcs by hand because the autoupdater didn't work.

What exactly does not work? Does the DLC not install or does the content not show up in your game?

I have the stone prisoner and return to ostagar not showing up in game. I get the crystals in drops but no sulchers pass or retrun to ostagar. Have reinstalled a couple times have installed locally the dazips because the server is dead. I have just saved Connor at redcliffe and am starting on the sacred ashes of the urn but have stopped until I see ostagar on my map and Sulchers pass!

I played on further still no stone prisoner or return to ostagar. When I go to downloadable content nothing is in the queue snd all of my addins are installed and enabled ( I have wardens keep, leliana's song, witchhunt all .exe installs and all others are .dazip files) The available content tab is blank but does show my correct biopoints at the bottom. So it doesn't even shoe me that thre is other content available when I know there is. This started a few days ago, before that I had content in that tab and stone prisoner was working. It was when I started a new characyer I discovered there was a problem. Now even though The stone prisoner and reurn to ostagar are enabled is it possible they aren't uathenticated? How can I tell?

I have installed it from Bioware social network and in game the quest doesn't pop up, no guy to give me the control rod. It is listed in instaled dlc but not working in game. Any workaround that?

I was unable to see the quest for "The Stone Prisoner" although the content showed as installed and enabled in-game. In the link above you will find that the simple solution is to check if you have the offer file (dao_prc_ocp_2) for this DLC.
If you have it you will find the file here: C:\Users\NAME\Documents\BioWare\Dragon Age\Offers
If you don't see the ocp file there you need to download it manually (download link can be found in section 4 of the forum post linked above) and install it with the daupdater.exe.
After that start the game and the quest should pop us as soon as you load your save.

the file is there, but still doesnt work, i search the dragon age wiki for this and it says i should unpack the file into the addins folder or something like that, i got the game last year, and i downloaded the dlc just yesterday

If you go into your Documents\Bioware\Dragon Age\Settings folder and find your offers.xml file, then right-click and select edit, you can see if the offers file is being seen by the game. There should be a really long section in multiple languages that starts with:
<OfferItem UID="DAO_PRC_OCP_2" Name="o_PRC_CP2_Shale" ExtendedModuleUID="Single Player" Priority="99" Presentation="8" Format="1" BioWare="1">
<Title DefaultText="The Stone Prisoner">If that section is not in the offers.xml file, then even if it IS in the addins.xml file, the game will not load the add-on.
If the Stone Prisoner is the only add-on that is not working, then you can download the .dazip files from here:
Add-in file: http://lvlt.bioware.cdn.ea.com/bioware/u/p/eagames/bioware/dragonage/content/DAO_PRC_CP_2/DAO_PRC_CP_2_1.0.dazip
Rather than double-clicking on the dazip files directly, you could download both files, then manually start daupdater.exe, click on Select DAZIPs and navigate to the correct files (or drag and drop the files onto the daupdater window) then select BOTH files and click Install Selected. That -should- copy the file contents into the correct directories and update both the addins.xml file and the offers.xml file.
Alternatively, if you are having problems getting DAUpdater to install things properly, then as much as I hate to point people to third-party created tools, you may wish to search for a tool called DA Mod Manager. One of it's better features is that it will look at your add-ins and tell you what it sees, but it will also allow you to UNINSTALL individual add-ons, and then if you use it to install both of the .dazip files (the add-in AND the offer files) it will update the appropriate files in your settings so the game can see the content.
As long as the addins and offers folders are present in your Dragon Age folder AND the xml files are both listing the DLC, then it -should- be working as long as an authorized account has logged in to the servers and validated it.
