Actually I thought I imported my game state before stating but may not have done, as a random game state is stored in my 'world states based on DA inquisition saved games'. i cannot add another state to this page, even though my chosen world state is said to be synced with the game. Is there no way to change world state once you have started the game?

No, it's permanent.
And it does sound like you accidentally "imported" the default world state. Next time, make sure you see the words "Custom World State" when importing the Keep data when starting a new game.
