I can't unlock Demands of the Qun, but I have completed the requirements! Help!

Link to the wiki, maybe something will help.  Says you must have an approval with him at least 35...so maybe that is too low, or something else undone...or a bug.  No way of knowing at this point and on this side of the computer screen.

Is it possible for side quests like companion quests/personal quests to be locked after you reach a certain point in the game? That is the only explanation I can think of.

@onlySeva I had this issue recently. I just exhausted all his casual dialog (asking him about qunari culture and such), and the next time I interacted with him, it triggered the cutscene that starts his personal quest.

Yes, that makes sense, but I have gone to the Storm Coast and back, Emprise du Lion (killed three dragons) and back, and there is still no conversation available with Iron Bull.

@onlySeva  What are you up to in the main storyline? Usually the responses like that only happen after you've finished the main story (at which point, yes, it is too late to do any companion sidequests). 

I have completed most of it, but I have not started Trespasser (Attend the Exalted Council)
