I am having the same issue right now. Apart from this thread I can't find any information about this. I can't thiunk of anything more to add to to try than what has been mentioned so far, and none of them have worked for me either :/
Yep, having this exact issue and it's the only place I've found anyone else with it. It's only the voice chat and its only other people talking they can understand me fine, but for the most what I hear is stuttered so badly as to be unable to understand other users. (Used friend chat to make sure they could understand me, but I still could not understand them.) It's almost like when you have a speaker system set to save itself from too much volume so it cuts out, but then as volume is lowered it comes back in over and over. However, I don't have high end speakers with this kind of protection, and it happens whether I am using my desktop speakers, or have my headset plugged in. It's extremely annoying as I can't really chat with friends while playing with them, and I have a difficult time communicating plans to total strangers when doing pugs. All other sound in the game is fine in both SP and MP. It's only inbound voice that is a problem and it can't be EVERYONE I'm listening too with a **bleep** mic, because it's every player in every game coming through like this.
