I went back about 18 hours before the glitch, so I am starting from there, trying to remember what I have not done.
@MikelLoki76 Assuming you're on PC, and if Fred's suggestion to repair the game doesn't help, it might help us to take a look at your dxdiag, you can find instructions on generating and posting one in the spoiler section of this sticky. To me it sounds like graphical issues are the likely culprit, have you had any driver updates recently? Are you using any mods? You mentioned changing your graphics options, what did you change?
Unless I'm remembering the wrong game (entirely possible) haste doesn't speed you up, it slows everything else down, so you're right that that shouldn't be an issue.
I changed the graphics options, only after someone said it fixed their problem, I chaged all my settings from low to medium, my computer isn't high end so it doesn't cope well with the high graphics options, I don't recall changing any of my settings in my AMD Catalyst console, recently the issue happened when I did the Emerald Knights quest in Emerald Graves, I will attach my dxdiag shortly.
I have used a few mods but these have been in place since the start of the game, and I have not changed them, I don't even remember their names, as I have installed them and deleted the downloaded files.
I am kind of a little irritated that I have to now reinstall everything, I thought that it would have asked if I wanted to do a change, or at least give me the chance to cancel the uninstall, no worries, cannot undo it, I'll just have to download reisntall all the mods again, as well as the patches and DLCs.

@MikelLoki76 Were you right clicking the game from within the Origin client? That is where you should have had the option to repair the game. I don't recall seeing a 'change' option in there.
Anyway, on to your dxdiag.
OK, first off, I'm sorry to say your PC doesn't meet the minimum system requirements for the game. Some people manage to get the game to run anyway, but often they run into more issues the longer they play.
As for what doesn't meet, your CPU is an AMD quad core ~2.1GHz with a built in GPU (which tends to decrease the performance of the CPU), minimum requirements calls for a minimum of 2.5GHz with AMD. As for your GPU... it seems to be some sort of crossfire between an integrated one on your CPU and a dedicated one. This is new to me, so I can't be much help, and don't know how it compares to the minimum system requirements, but considering it includes an integrated GPU and what I'm guessing is mobile graphics (for a laptop), I'm going to guess it doesn't meet the requirements. The drivers are over a year old, too, though that might be the latest lot for what you have. Rules out a GPU driver change as a potential cause for your issues, anyway. 😛
My suggestion would be to set all your graphic options in game to their lowest settings and hope that helps (generally, especially for this game, never turn graphics up if you're having a bug, always down). If any of your mods are cosmetic (make things look better, such as hair mods, face textures, etc), perhaps consider ditching them for the sake of performance. \

I've never used the origin application before, so I didn't know there was a repair option, I naturally go to the control panel and do it there.
So now I have a new problem the saved game thinks I have a different version of the game then I do and I am getting really irritated, I have now gone 86 hours into the game, and I am not willing to start from the beginning because of a glitch which ruined my game, I am very angry and I am trying not to loose my temper, but I when I go to check for updates it's telling me I have the latest version, and I have the black emporium installed, and all my mods, so I don't know what else I can do.
perhaps delete it and get a refund for a useless save game structure... I don't really know at this stage...
