Medium-to-High Latency/Ping Issues and Rubber Banding

I've had this issue since day one.

I have actually reformatted my computer (unrelated issue, drive died) and I installed a different OS (Windows 10 Preview). Fully downloaded the massive game from scratch.... and I am *STILL* getting severe rubber banding issues.

(I've also swapped out my router with a spare one, just to test, and no improvement)
