Same general issue. One flirt option in Haven, then no options. Got to Skyhold and had one conversation scene where he takes the PC for drinks with the troops, then no conversation options at all. Odder still, since he's moved into the tavern, he sometimes does not appear visually or interactable, but is still on the mini-map and appears to take up space (can't seem to walk about where his legs would be). After leaving/reloading, sometimes he's back in his chair there, but still just offers "Goodbye" as an option if engaged in conversation.
I have not seen personal quests come up for him yet since his recruitment, but I would have expected something more by now, and I'm not sure whether to press on or stall and hope for a fix.

Same issues. No problems when in haven but when I came to Skyhold I talked to him once when he was standing outside the tavern but since he's been inside the tavern I haven't gotten any new conversation options, it just says "Goodbye". Really dissapointing since I started the game with the plan to romance him ☹️
