I too am receiving this issue. Playing DA2 through Steam on which I own the Ultimate Edition. But only Black Emporium, Blood Dragon, Ser Isaacs and the Promotional Pack DLCs work. All the others are showing unauthorized in game. (I installed the DLCs from the website here)
I think I owned the standard edition in the EA App first, then bought the Ultimate edition on Steam so I could play the DLC. Only got around to finally playing this recently and find most of the DLC is inaccessible.
Was a resolution ever found EA_Shepard ?

JustOneWay Hey, this was resolved a long time ago. With Steam, you don't download them through the EA app; they are downloaded differently.

This is what you should see when you try to install the DLC from the EA app Manage add-ons. Before you install check this. If you do not see these (excluding EA Play) it becomes an account issue not a game issue.Your account is not recognizing you own then even if they are all free. You would need to reach out to Help.ea.com So that they can check the entitlements on the account.

I'm playing through the Ea APP. It says I dont own the dlcs and it even gives me the option to purchase the game.

I'm using the EA app. It only shows the Black Emporium and the HD textures pack as 'owned dlc'. It even shows the option to "purchase game".

HannDrake Does the rest of the DLC give the option to purchase them? What happens when you try to purchase one of them? It may be DLC, but it shouldn't cost you anything. If it gives you the option, that is an account issue and may need live support to look into, but since it is all free now, it would be like logging in with a new account and just adding them to your account through the app.

EA can easily fix this by giving a copy of the full game to people who don't have the DLC. I got DA2 via Humble Bundle. That's why I didn't have the DLC.
I literally had to buy the game again on Steam -to get the DLC- because giving people a replacement copy of a game they already paid for is too much trouble.
I'm in America so I can't do much about this. But if you're in Europe, I suggest complaining to your regional consumer protection agencies in your country. Maybe they can force EA to fix their mistakes.
