Yes, you have to read carefully, as some armor and weapons can give negative stats. The first time you may run into this is by the dragon in the hinterlands. There is a corpse right before it with Burned Bronze Armor, and it has -50% fire resistance. That is negative, meaning you take 50% extra damage!
