Im having the same problem as you said specifically in Elizabeth`s Garden and its unplayable I had to start a new character..
I had the same problem too.the same spot.but u dont have to create a new character.u just have to.fast travel back to haven then your good to go.just avoid that place again.but hopefully ea would address this issue on the next patch
I have the same problem.. had no choice but to restart the console, wasnt even able to save -_-
