Quest Bug: Troubles with Darkspawn agent bug

I have gotten to the part where you sit and decides Servis's fate back in Skyhold after sparing his life in the Western Approach. When selecting the Secrets perk option which is to make Servis a smuggler I get the Agent Aqcuired text, companion approval/dissapprove but once I go to the war room he is not visible under any of the war room perks as an agent.

However if I select the option for him to be an information I get the agent, companion dissapprove/approve as well a war room operation and when I check under the war room perks he is visible as Lilianna's agent.

Has anyone experience this issue as it seems odd that only one of the agent options appears to be working correctly while the other option appears to be bugged.

Also this is annyoing as the smuggler option gives the better approval rating compared to the informant option.
