Rally turns off in 1 second. Plenty of Stamina, no other abilities active.

It seems that rally is pretty bugged. I wanted to know if there was some way that I could compensate for this in game (tactic option.) Oddly my berserk keeps turning on even though i have no tactic that has anything to do with berserk, so maybe this is connected.
