No crash dump files after the above steps.
Then there is little to go by and all we can do is standard troubleshooting.
- Follow this manual to the letter to cleanly uninstall all NVIDIA driver components.
- Install the graphics driver > Go online.
- Test.
If that don' helps:
Create a new Windows user account (Administrator) don't use local special characters, use only characters from the ASCII table
- Reboot > Log in to the new user account.
- Test.

One thing I did notice in your DXdiag file to check....uninstall your Razor products background program. I know both Razor and Steele series programs have caused starting issues for DAI in the past.

Reinstalled drivers with strict adherence to instructions
Created new profile
Removed Razer background processes with clean install.
No luck still. Game still won't run

Please preform a clean boot and test the Game in clean boot mode.
In clean boot:
- Make sure the "EABackgroundService" remains enabled under point 3 in the guide.
- Make sure your virus scanner and other security software and also Afterburner and similar software is disabled.
- Make sure any CORSAIR/Razor software is disable or deinstalled and that your GPU & CPU are not overclocked.

I had already done the clean boot (per EA support instructions) -- that didn't work either.

- Go to your "Documets\Bioware" folder.
- Move the "Dragon Age Inquisition" folder to your desktop.
- Test

OK, wee need to make sure anything is installed as it should be.
Leave the Dragon Age Inquisition folder out of the normal path.
Please clear your temp files:
- Press the Windows key and "R" at the same time
- Into the new window, type or copy & paste: "%temp%" (Without the quotes.) > hit "ENTER"
- Now your Windows Explorer should have brought you to the "C:\Users\>your user name<\AppData\Local\Temp" folder. > Delete all files and folders in it.
(If some files or folders can't be deleted, reboot and try again.)
Then:
- Go here and download "Revo Uninstaller". (The freeware version, Portable version works too.)
- Run "Revo Uninstaller" > Uninstall DAi.
- At the end of the main uninstall, Revo will ask you which cleaning method you want to use. > Select "Advanced" > Browse
- If "Remaining registration content found" is displayed > Select All > Delete > Next
- When "Remaining Data and Folders" is displayed > Select All > Delete
- Run "Revo Uninstaller" > Uninstall EA app.
- At the end of the main uninstall, Revo will ask you which cleaning method you want to use. > Select "Advanced" > Browse.
- If "Remaining registration content found" is displayed > Select All > Delete > Next
- When "Remaining Data and Folders" is displayed > Select All (Make sure the "Origin Games" or "EA Games" folder is not in the list) > Delete.
- Restart the PC > Reinstall the newest version of EA app from here.
- Reinstall DAi. > Test.
