Red lyrium of varying strengths can be found throughout the game, generally anywhere where Red Templars can be found (not sure if siding with the Templars changes the availability of red lyrium). Pure red lyrium (the strongest type) can be found most often in Emprise du Lion, both during the quest to overtake the castle there, and after rebuilding the bridge during the quest to claim the towers. You might also get some on the Storm Coast after the Red Templar stronghold opens up (should be a war map mission of some type, I'm not sure exactly when it becomes available).
If you have Trespasser, you can buy as much red lyrium as you want from a merchant at the Winter Palace. Not much use for the main game, but there you go. 😛

If you sided with the mages, EDL, SC, EG all good places to get red lyrium. Just kill red Templars.

If you sided with Templars, then you've got a lot of mages and not so many red Templars but SC and EDL still has them.

@Leora85 Hello, yea I sided with Mages. for the bridge rebuilding, u mean the Judicael's crossing? For the rune recipe, the intense lyrium may not be able to be used. aww Really, can buy in Tres? I can't play that, mine is 360 not the new platform. Wow, it's a bit funny that after kicking * red lyrium is still a commodity haha

Should have known you sided with the Mages, since you have the Before the Dawn quest, duh. And yes, that's the bridge I meant, couldn't think of the name off the top of my head.
Intense red lyrium is tier 2, so I think it's used to make master corrupting runes, while pure red lyrium (tier 3) can be used to make superb corrupting runes.

In Trespasser, there's a shop where you can buy all materials, including plants, rune materials, etc. Probably because there are new schematics, so you can make new weapons & armour with whatever materials (and runes) you want. Unfortunately none of that is available on the xbox 360 or PS3.
