After a second chat with the live support staff it appears this problem is being worked on, and BioWare did not think it was worth the effort to tell anybody about this.
So here I am posting this update and informing BioWares customers for them..... I should really get paid for this.
Here is the important part of what EA support said:
Deepak: I have navigate so many things for you and finally found that the studio is investigating this issue
Deepak: I understand your concern however this is a temporary issue and our engineers are already aware of this. They are working to resolve this as soon as possible. Please wait for some time. If the issue remain same please feel free to contact us again.
Needless to say I will probably be contacting them again in about a week when this is undoubtedly not going to be resolved.
Thanks for jack-sh*t, Bioware. The least you could have done in responded "we are working on this" and saved me 2 hours worth of chat conversations with EA support.

It's kind of funny to see that whoever created that soundtrack file and made it available clearly has no knowledge of audio files or what a digital soundtrack delivery should look like (and it doesn't take a university degree to know these things, I've talked to junior high students who could do a better job than this). Yet they almost certainly got paid a decent salary to do quite literally the crappiest job I have ever seen. In this day and age of employment/financial woe for both the US and Canada, that is pretty disheartening to see. Hopefully they at least realize how stupid they were and can learn from their mistakes (and if BioWare want's a QA expert, you have my user information).
