My issue is resolved. I eventually figured out xbox game pass pc had linked an old account I hadn't used in one 10 years.
I found veilguard redeemed in the library of this old account.

No, the issue hasn't been resolved. The promotion is through GE Force Now and it provides a copy of the game through the EA app store. You don't need to use the cloud service to play. I've spoken to other people on Reddit who have redeemed the game through the promotion.
I have the same peoblem. I redeemed a PlayStation code, i can see it on my transaction history but the game is not in my library.
