Playing on Xbox Series X. Selected medium blonde hair colour in character creator. It looks fine in cutscenes but reverts to black in gameplay. I have reloaded earlier saves, restarted the whole game, nothing works. Super annoying after spending ages in character creation thinking how great it was to have so many options..
Not a bug. Just perfect character integration in terms of ambient light. Most of modern games cares nothing about that and use a separate light source for character (cheap description - the real process is more complicated than that but is no point to talk about it here) and that breaks the immersion. The character looks out of the place (like a sticker over your screen).
My character have golden hair and responds to the light just as in your case.
Happens on PC as well.
Pls, try to create new profile with fully white hair (which is not even white but there are no other options). During the game you will only see original color during cutscenes, All other time, even under direct sunlight you will see it completely black, or sometimes gray but never white.

Thanks for your response but that's not what I'm describing. I'm not saying it looks slightly less bright in shadow, I'm saying it looks dark brown or black during almost all gameplay.
Also as someone with light coloured hair, I can assure you blonde hair does not turn black when a shadow falls on it. It reflects less light, sure, but doesn't look like it's completely changed colour.
Thanks for letting us know. Nope I'm just playing on plain old Series X, no storage device involved.
For what matters, this happens on PC as well. Tested on 2 machines and play a little with settings. The only setting which prevent hair reacting to the light is "Hair Strand". Additionally, on one machine I cleared the cashes a few times for different purpose. The hair keeps changing color. Best area to test: visit Bellara and walk slowly to the exit - from golden blond goes almost black.
Additional info, there is a staff with glowing green crystal and the hair also react to that glow (only the side exposed).
Edit: Here's a video related to hair color. A warning is in order, I'm not youtuber and don't want to become one so please, no subscribe, no thumbs up or any other crap which might push me to the dark side. Youtube is just a storage.
Also the video will be removed in about a month. Oh, and ignore the artefacts and the sound glitches, the testing computer is at the bottom of minimal requirement with some settings pushed too high (this is for testing only, is not what I use to play the game).
I am also having the same issue, I'm on PC. Specifically it seems tied to hair strand physics, and the lighting applies differently in gameplay vs cutscenes.
In cutscenes, the hair appears correctly with hair strand physics on. But outside of it, most hair seems very dark and almost black.

I've noted this on a lot of different characters, especially Taash and characters with lighter hair.
