Bellara Dialogue Wheel Choice Bug

Hello!
This problem isn't urgent or very serious, but I've noticed something peculiar about some dialogue choices while talking to Bellara. This happens during the quest "After the Storm," where two of the dialogue choices lead to the same response. I'm not sure if it's intentional for this particular scene, but it seemed like a bug to me. Now I wonder if other cutscenes share the same issue 🤔 

Bellara says: "It feels surreal. And I know surreal."
"Rook's answer in both cases is "Yeah. It's... an adjustment. Whole lot of elven customs are feeling kind of weird right now."

Is it intentional for this scene?
