I upgraded to Deluxe about a week ago, and those specific items did not spawn inside a chest (like the N7 do, as soon as you return to the Lighthouse after recovering the lyrium dagger, or the Blood Dragon armours); instead, you get successive pop-ups at the bottom right part of your screen for each of the Deluxe Edition items added, and that occurs retroactively to each save you boot up in my case.
Did you try uninstalling/re-installing the game files?
Have I tried this on PC? " Did you try uninstalling/re-installing the game files? " Not yet, but based on how a PC works with game data, I do not really consider this to be a suitable workaround on PCs compared to consoles.
I pretty much gotten almost 40 hours of game time played over about 3-4 characters (I just completed the recruitment for a full set of companions), so if I had other issues on my PC edition of "Dragon Age The Veilguard", then yes, I would try uninstalling and reinstalling the game, but as of yet, I have not had any issues " apart from the odd random crash, no error message, and only one or two DirectX crashes" before the two patches and before I installed AMD beta GPU drivers, which have added game support for "Dragon Age The Veilguard".
Still, I have been attempting to remove files from "C:\Users\<username>\Documents\BioWare\Dragon Age The Veilguard" and tried disabling my NIC on my PC to disconnect me from EA online servers, preventing the connection "connecting to online .. " when the game starts.
I wish I knew "what" the PC equivalent of "Quick Resume" on the Xbox/PS5 consoles, as some reports from other gamers on the console suggest disabling it and then going offline and then online regarding the connection to EA servers (online content). If this is a workaround, it fixes the issue by disconnecting from online content servers and then reconnecting to the server to force a resync of the game/account data with EA content servers and cause the DLC chest to spawn.
However, as the PC copy of the game has no in-game switch in the menu/settings options to do this and how game data is stored on the PC, it would be a little harder to replicate to prove if it is a viable workaround., and then also creating notes if successful to share with other gamers, until EA find a way to patch in a fix.

Yeah uninstalling and reinstalling doesn't fix this issue. It's going to be a month since release and we still don't have the items we paid for. Ridiculous.
