I'm having the same issue. For me I also cannot interact with any Evanuris shrine or timeworn gates. This issue materialized after the first "patch" for the game. My first playthrough was fine besides weird mouse input issues. Since the patch, I cannot complete certain quests because of this and I'm trying to do a 100% run. I did notice that after part 8 like OP said, I was able to grab the unique at the end of the quest. But immediately after, they all became unavailable again. They don't even glow. I can't really play more until this is fixed.
