Companion bug—Emmrich cutscenes/quests don’t trigger

Immediately after recruiting Emmrich and before recruiting Taash, I hung around the necropolis for a while. Bad idea—Even Emmrich’s intro cutscene at the lighthouse doesn’t trigger. I can’t give him ...

I got the cutscene where he's moving in and was able to give him the gift, but his personal quest isn't triggering at all. I have everyone else's but not his :/ this is on PC.
