"Diagonal Lines" moving across image during gameplay

I was able to capture a video of it somewhat clearly.  Interestingly, if I change the FPS from 60 to 120 in the game menu, the lines change from sweeping across the image to upwards.. super strange. But there is no setting that eliminates the issue sadly. I tried playing a few other games and there is zero trace of this happening at all.. it's only with Veilguard. See attached.
