Hey, Rooks
Wanted to drop in and let you know that I am looking into this one. I hit up the team to see what was happening and if there were any conflicts in the Free DLC.
Once I get some word on this one, I will let you all know what is happening.
For the moment, Can you please try the following steps and let me know if they worked or didn't work for you? Try to clean out as many of your PC files as you can.
- EGS - Repair (Library > Tile dots > Manage > Verify)
- Steam - Verify in your library
- EA App's Cache (Top Left Menu > Help > App Recovery)
- EA App - Repair (My Collection > Tile Dots > Repair)
- Go to C:\Program Files\Electronic Arts\EA Desktop\EA Desktop and double-click on EAUpdater.exe
Delete Windows Temp Files
- First, make sure you close as many programs as you can
- Press the Windows key + R, go into the file explorer
- Type in %temp%, and hit Enter
- Delete everything it allows you to delete
- Reboot the PC
Optional Registry clean-up
- Install Revo (it's free) from here
- Run Registry cleaner
- Click review selected issues
- Do you want to backup? No
- Click Fix all selected issues

I have tried all of those steps and still nothing. This is everything I’ve done to try and get this to work, maybe this can help you guys.- Repair the game
- Uninstall and reinstall
- Create new Rooks
- Delete temp files
- Registry Cleanup
- Uninstall and reinstall the EA App
- Clear the cache on the EA App
- Play in offline mode
- Remove my documents folder so a new one can be created
I may have tried other things but can’t think of them all right now.
My personal hunch is that it might be an issue that impacts specific accounts and maybe not a game thing. It might have something to do with EA Play/Pro with the game not registering or confirming ownership of these DLC’s. But with it also happening with the latest free DLC I’m not entirely sure anymore as that one should have worked regardless.
I did also have the chest spawn only ever once however I remember when I went to open it nothing came out of it and the items still showed up as locked.
Also in my current play through save file which I can send again if you would like, no DLC item is showing in the wardrobe at all. Not even crossed out.

I have tried all the things mentioned above and unfortunately nothing has worked, I also have:
Repaired the game
Uninstalled it and reinstalled it
Deleted in game saves, files in %USERPROFILE%\Documents\BioWare\Dragon Age The Veilguard and %PROGRAMFILES%\EA Games\Dragon Age The Veilguard
Created numerous new characters
Not skipped any of the prologue dialogue scenes
Not using any mods
Played offline.
The items are showing the wardrobe but they are locked along with the items from the deluxe edition and pre-order, it's as if the game doesn't recognise that I have them.- EA_Shepard8 months ago

Can you send me a full screen screenshot of your wardrobe showing the items are locked?

I can go back to previous save files and the items will show as locked. But my most current save it doesn't show any locked items and they are not in the wardrobe at all.
And here it is showing they are installed.
