I just installed the game on PS5 and when I launch the game it says “Download In Progress”. It’ll let me create a character but once I finish creating it pops and alert that asks me to “Please wait for installation to finish”. It’s been sitting for over an hour now with that message still spinning.

I have the same issue. Download center indicates the game has finished downloading. Right now the game is not playable on PS5.
Did you ever get a response regarding this issue? I am going through the same thing on my end. I downloaded the deluxe edition and it is not getting me past Character Creation. Download is complete in the download centre but stick in game saying "download in progress" in the top right corner.
