I’m having trouble launching Dragon Age: The Veilguard through the Frosty Manager tool. Every time I try, I get the following error message:

You might need to run the mod manager as administrator. But you'll likely have better luck in the Frosty Discord since modding and the Frosty Toolsuite aren't officially supported or developed by EA/Bioware. You can find the Discord link on the Frosty releases page.
