I had 2 runs as mage / staff based build (long range attack) and never had any problem with any dragon. Perhaps you could take in consideration that you are doing something wrong before yelling "Game Breaking Bug".
I've followed every recommendation on these fights and it's still there, a mechanic getting stuck and preventing progression of the story is game breaking.
