It's not a bug; you just need to collect all of the candlehops and the path opens back up.
I did that. Downstairs is still not accessible. I chose to save Treviso. So its rubble blocking downstairs. I'll try fast traveling there again when I login this weekend, but I'm fairly certain it will still be there
Still cannot access it. I've gotten the candlehop chest. This is a different chest.
Confirmed it is still inaccessible.
Surprised this hasn't been fixed yet. Feels like this game has been abandoned.
