I got a tad impatient after some searching i found this Youtube video that had some other troubleshooting i hadn't tried i can now at least run the game but only in windowed mode if anyone knows how to fix it for full screen i would appreciate it.

Your problem sounds like a shader cache problem. (in game or in the driver.)
This is also mentioned in the Video, did you tried that advice too?
There are also some "LiveKernelEvent" errors related to the graphic system in your DxDiag.
- Follow this manual to the letter to clean uninstall all NVIDIA/AMD graphic driver components.
- IMPORTANT: if you use a Pin to log into Windows 11 don't use DDU in safe mode!
Use it in your normal Windows session. - Install the graphics driver > Go online.
- Test.
