Agreed. The skill is arguably pointless as it is. I was looking forward to level 40 so I could fling around abilities and start juggling my health and the bonuses I get from it going lower, but nothing has changed. I just get to use the ranged attacks for even longer before needing to recharge (and enemies rarely let you use it for that long uninterrupted anyway).
