Xbox Bug: Cobbled Swan Case

I’m working on The Cobbled Swan Case quest and the next step is to “go to the Lamplighter”, but when I go to the marker nothing is happening. I’ve watched walkthrough videos, and it appears that the door to the Lamplighter should open and start a cutscene. However, the door is already open and the cutscene isn’t triggered when I walkthrough it.
