Can accounts be recovered, or do I have to buy the expansion packs again?
So I haven't played Sims 4 in a while. Not since getting a new computer. It looks like my purchased expansion packs are tied to an email that doesn't exist anymore. (Nor is it possible to recreate the email)
That's a lot of money down the drain.
Is it possible to get these expansion packs back somehow, or do I really have to buy them all again? :/

If you're no longer able to access the email associated with your EA account, you'll need to reach out to the live support team on the help site here so they can help you restore access to your account. Account recovery isn't something we can help with here on AHQ.
Once the live support team can verify that you're the account owner, they'll help you update that email to something you do have access to so you can login again.
