Report system logic

Can someone explain to me how are messages from first two screenshots not bannable, while other one was enough for my brother to get perma ban? Months ago you would get feedback on report in less than 24h, but now 4 days later it wasn't even acknowledged with that default "we reviewed your report and did absolutely nothing". 

Not to mention all the times I've faced cheaters in EA FC 24 who would use no loss DC glitch, or use AI to play for them, nothing happened... 

Is there anything this company will do on consistent basis, or is it all just random, just like gameplay? Just let me know so I don't waste my time reporting and just respond appropriately to people who message me like this. 

You ruined one person's acc in which he invested time and money, but on other hand you let someone insult random people casually with no repercussions.
