Can't play offline

im having the same issue, i have mods and i heard that the latest patch breaks CC and mods so i turned offline mode on, but it wont let me play

Same here, and once I restarted the app it auto-downloaded even tho my auto-download was off. :| And now my game is broken and won't open.
