EA app not installing

Hi there world!

I am having issues installing the EA app. 

I have done all the troubleshooting I can think of and have spoken to 2 agents at EA and done troubleshooting with them but so far nothing has worked. 

Things I have tried: Running EA installer directly from the Sims 4 play in Steam. Downloading and running the installer from the EA website. Running installer as administrator. Removing add icon to desktop in the install options. Turning off all other startup programs minus Windows. Doing some kind of thing in command prompt (was to do with winsock but can't remember off the top of my noggin). Making a test local administrator account and attempting install under that profile. Removing Windows Defender and all firewalls. Many a reboot, always a fail, same error every time. (see attached image) 

I just want to play Sims and I'm not sure what else to do, and r/thesims4 told me to come here.
