I had this problem in the United Kingdom also, temporary fix for me is to close down xbox and EA apps with task manager, turn on my VPN to make my IP address from the USA, then it works with no problems and I can download Battlefield 3.

    @SpaffTissue Do you have to do this every time or you open the VPN only to download the game?
