I have Apex installed via EA App. (The 'View Properties' menu also isn't available for any other game I install via EA App.)

Can you try logout and login again?

Close ea application.

Go in %AppData%

Open the Local folder.

Go in EADesktop folder and delete cache folder and QtWebEngine folder.

restart your machine and login in ea app.

This seems to me that is a cache problem.

Please keep in mind that i am a simple user and you take the responsibility but i made this steps to myself without ill effects.

• EA App's Cache (Top Left Menu > Help > App Recovery) 
• Try these steps to make sure there aren't any other programs limiting performance

• As referenced in my original post, "App Recovery" was among the things I had already tried before reporting the issue. It does not resolve the issue. (Neither did completely uninstalling and re-installing the EA App.)
• I am not running any particular virus scanner or firewall other than the Windows built-in ones. Disabling these had no effect (the menu item is still missing).

 Tried this, but it also did not resolve the issue.

I just tried this on my laptop, and the problem is exactly the same there! That's two separate PCs having this issue now.
