@Kingbones33 EA Play is a subscription-based video game service. If you do not continue to pay for the subscription, you clearly lose the content (Expansions or Game Packs).
As a first suggestion to re-download The Sims 4 base game I would say to clear the EA app cache. Click on the menu at the top left and then on Help>App Recovery. At that point try to start the download again, try to have only the app active while you re-download the game (so close other programs).

I have been working on this since 6am, thats beyond unacceptable.
After all the research I have done, it's clear EA is the cause of this issue. SO they need to refund me since I can't access my expansion packs if I can't even use the free game.
Everyone needs to be aware of this fraud and theft.
