[SOLVED] Finally, I've managed to load the game. The problem (I think) came with my VPN service. But I had to do more steps. At the first time I did all the points that the EA technical told me chatting with him, but it didn't work. However, I repeated all the steps again with a difference. I put the hosts file with "nothing" Inside (I had some necessary IPs) and, the most important, on the last point, the clean boot, I disabled also my VPN process (in the first attempt I disabled all no windows process except for the antivirus and the VPN) so the antivirus is the only process which starts now. Here are the points:

    Then I did more steps:
1- Give administration permissions for some executable files on the EA app directory. Go to program
    C:\Program Files\Electronic Arts\EA Desktop\EA Desktop the files are: EABackgroundService.exe, EABackgroundServiceEADesktop.exe and EALauncher.exe
2-Uninstall and install the EA anticheat. Go to C:\Program Files\EA\AC execute EAAntiCheat.Installer as administrator push the button "uninstall all". Gp to C:\Program Files (x86)\Steam\steamapps\common\FIFA 23\__Installer\EAAntiCheat execute as administrator the file EAAntiCheat.Installer then select the game pussing the drop down arrow and click "install"

It works for me, I expect for you too.
