here is the dxdiag report.
I also did most of this stuff https://knowledge.civilgeo.com/knowledge-base/troubleshooting-installation-error-1603/ and the install went through then a screen came up that said I had to restart for the install to take effect, but before I could do it the 1603 error came back

Hey @Captain_Groovey lots of issues and errors there so the best thing to do is go ahead and run System File Checker tool to repair missing or corrupted system files:https://support.microsoft.com/en-ie/help/929833/use-the-system-file-checker-tool-to-repair-missing-o...
If the issue continues please make a new Windows Admin account and try there.

Darko- 3 years ago@EA_Darko Started to use that info but it requires some stuff off the win 10 cd because the restore file it referenced is corrupt. If I just go and buy another win 10 pro I should be able to get it working right? (The OEM I got with this machine was rendered useless when we moved it seems.

For issues with things like that @Captain_Groovey a clean OS install is best.
