Improving Time Zone selection

1. Is it possible to expand the selection of time zones, at least according to some standard, or, for example, as in Windows OS? This will allow users to accurately select their time zone. 
2. Also, during registration, your system cannot automatically determine the time zone or, at least, when the user selects their country of residence, select the correct time zone. When authorising/registering via a Google account, this information can be taken from the account, but your system does not know how to do this either.
